Powell, WY – The Powell Valley Healthcare (PVHC) Board of Directors is happy to announce that, after a thorough and thoughtful national search, Todd Sandberg will become the hospital’s next CEO.
“PVHC looks to continue to grow under Todd’s leadership,” said RJ Kost, PVHC Board Chair. “His experience and past history speak strongly of his talents and abilities to lead and develop solid relationships with all the team members at the hospital as well as the community. In these challenging times for rural hospitals, we are excited to have Todd’s guidance for our future.”
Todd comes to Powell from ClearSky Health Rehabilitation Hospital, where he has served as CEO of facilities in Wisconsin, Missouri and Kansas. He brings more than 20 years of health care leadership experience to the role, including 15 years of CEO leadership at Critical Access Hospitals and Acute Rehabilitation Hospitals. This includes three years as CEO of Elkhorn Valley Rehabilitation Hospital in Casper, WY. He and his wife, Christy, look forward to re-exploring Wyoming with their Golden Doodle, Scout, and two adult sons.

Having lived in Wyoming previously, I’m also looking forward to exploring some of my favorite places again, especially the northern Big Horns and the creeks leading toward Yellowstone.”
The PVHC Board also thanks Sean McCallister, who has been serving as Interim CEO since May and has helped guide the organization during the national search for a new CEO.
Todd begins his new role at PVHC on Dec. 15, 2025.
PVHC, a Billings Clinic affiliate since 2020, includes a 25-bed Critical Access Hospital, a co-located 100-bed long-term care center, four medical office buildings for primary and specialty care, a 24-unit assisted living home and hospital-based EMS/Ambulance services.
